
Zhang Haibo is Dean of the School of Government, Professor, and Doctoral Supervisor at Nanjing University. He is a recipient of the New Century Excellent Talents Program of the Ministry of Education, a Jiangsu Province Distinguished Professor, and a Jiangsu Youth Social Science Scholar. He also serves as a member of the National Security Discipline Evaluation Group under the Academic Degrees Committee of the State Council and as Executive Editor-in-Chief of Journal of Risk, Disaster and Crisis Research.
Professor Zhang has long been engaged in research on emergency management, public safety, and social governance. He has led the Major Project of the National Social Science Fund of China (NSSFC) entitled "Research on Enhancing the Modernization Level of China's Emergency Management System and Capacity" and participated in the revision of the Emergency Response Law of China. His co-authored book China's Emergency Management: Theory, Practice, and Policy has been included in the National Philosophy and Social Sciences Achievement Library. He has published research on emergency response networks in journals such as Risk Analysis and has proposed the academic concept of "integrated security" as well as the overall framework for emergency management discipline construction characterized by "one mission, two approaches, and three orientations." He has received the First Prize of the Outstanding Achievement Award in Humanities and Social Sciences of Higher Education Institutions (ranked second) and the First Prize of Jiangsu Provincial Outstanding Achievement Award in Philosophy and Social Sciences.
